It was at once seen, that in this Colony, where the monthly receipt and delivery of letters, by the Mails of Europe alone, equals if not exceeds that of any single Post Office in Her Majesty's Colonies (and in consequence of the opening of & probability be very largely increased) it would be impossible to have a Post Office at all, without offering Mr. Scales some assistance; And His Excellency Sir Henry Pottinger, in answer to Mr. Scales, by a letter dated the 14th of April, authorized his continuing to inhabit and use the house theretofore placed at the disposal of the Colonial Post Master, and to avail himself of the assistance of the then existing establishment with the reception of one Clerk, pending Her Majesty's Pleasure.
By a letter dated the 28th of May to A: Scales address, after my answer here, Sir Henry Pottinger further increased the efficiency of his Office, by allowing him, at his request — conveyed in three letters for him of the 19th, 23rd, and 21st of May, respectively, two Clerks, whose salaries in the aggregate do not exceed what had been paid to the assistant for whom they were substituted.
Your Lordship will observe, that this year £361.8 represents, amounting to £3448, have been hitherto defrayed by the Colony, which cannot now be recouped; and I would therefore suggest to Your Lordship the propriety of considering them as a charge which will fall upon the Revenues of the Post Office Department in England.
